The Communist Party of the Philippines (CPP) condemned the Armed Forces of the Philippines (AFP) for carrying-out indiscriminate aerial bombings and strafings yesterday morning in Sagada, Mt. Province and occupying and making use of an elementary school as a military camp.
"Fascist soldiers of the AFP, employing two MG-520 attack helicopters, launched two successive aerial bombardment runs yesterday morning in Sagada, pounding the land and watershed areas with bombs and bullets, endangering the lives of thousands of residents and causing environmental damage to the watershed areas."
The attack helicopters were deployed by the Philippine Air Force's 1st Division Strike Wing.
"That the AFP was pursuing a unit of the New People's Army (NPA) in the area is no justification for carrying out such aerial bombardments which have no clear targets, subject entire communities to fear and traumatize civilian residents," said the CPP.
"The use of aerial bombardment to awe and instill fear on the people is one of the most cowardly acts of war being conducted by the AFP in the course of its Oplan Bayanihan war of suppression against the Filipino people and their revolutionary forces," added the CPP.
"While unleashing aerial fire, ground troops of the AFP train their guns against the people who they regard as combatants," said the CPP. "Entire communities are subjected to the AFP's suppression operations."
"The CPP condemns the occupation and encampment of armed combat troops of the Aguid elementary school in the outskirts of Sagada. The military occupation of the school is in outright violation of rights of children and subjects the students, their parents, their teachers and the community to fear and abuse."
The CPP calls on the Filipino people, human rights advocates, children's rights advocates and agencies of international humanitarian law, to condemn and hold the US-Aquino regime responsible for its campaign of aerial bombardments and policy of encamping in schools and school grounds.
Just last May 30 and 31, the AFP also dropped bombs in farmlands of Barangays Gacab, Duldulao, Umnap, Buanao, and Lat-ey in Malibcong Abra. At least two teenagers were traumatized as the bombs were dropped around 40 meters from their residence. In April, the 1002nd Bde carried out an aerial bombing run in Brgy. Luayon, Makilala, North Cotabato causing grave damage to nearby communities and their farms. Last March, forces of the 10th ID carried indiscriminate aerial bombings for two days in barangays of Malita, Davao del Sur.

MANILA - Two soldiers from the 17th Infantry Battalion were killed and three others wounded after an undetermined number of New People's Army (NPA) rebels staged an ambush in Sitio Tumiangan, Barangay Dupag, Tabuk City, Kalinga Friday afternoon.
1st Lt. Rowena Abayon, 5th Infantry Division spokesperson, said the incident took place around 1:40 p.m. as the soldiers were responding to reports that the rebels were extorting and harassing residents of the said barangay.
The rebels fired on the soldiers, killing two and wounding three others before retreating to the mountainous area.
The slain soldiers were identified as Cpl. Dominador A. Concordia and Pfc. Rey B. Raagas.
The wounded and now undergoing treatment in a hospital in the city were identified as 2nd Lt. Czar N. Carsido, Pfc. Marnel Langnga and Pfc. Kennedy D. Sallaya.

3 The military could not answer questions on what will happen to the P5.6 million reward money that it “awarded” to a supposed tipster who claimed that a security guard from Quezon City was a ranking leader of the Communist Party of the Philippines-New People’s Army, a charge disproven by the Court of Appeals.
Armed Forces spokesman Brig. Gen. Domingo Tutaan Jr. did not answer queries about the military’s reaction to the appelate court’s decision last August 27 to end the 10-month imprisonment of watchman Rolly Panesa after the court determined that the military mistakenly
identified Panesa as communist rebel leader Danilo Benjamin Mendoza.
Neither did Tutaan respond to queries on what will happen to the P5.6 million that was given to the hooded “tipster” by no less than military chief Gen. Emmanuel Bautista in a ceremony at Camp Aguinaldo last Aug. 12. The P5.6 million was part of the P19.25 million that the military released to alleged informers on the same day.
The military, in a press statement issued by Lt. Col. Ramon Zagala, said Panesa was actually Danilo Benjamin Mendoza, the CPP Southern Tagalog Regional Party Committee secretary and a member of the CPP Central Committee.
The military said “Mendoza” was captured during a special intelligence operation by Philippine Army troops and police elements in Quezon City in October last year and was detained at the maximum security jail of Camp Bagong Diwa in Taguig City.
But the CA ruled in its Aug. 27 decision that the “arrested and detained person, Rolly Mira Panesa, is not the same person as ‘Danilo Benjamin Mendoza’.”
The ruling also emphasized that Panesa, a native of Negros Occidental who is in his 40s, “is not and does not look like 61 years old,” which is Mendoza’s age.
“He is a simple security guard and not a high-ranking officer of the CPP-NPA…This Court will not further want to hold in detention a person who is not Danilo Benjamin Mendoza, accused of rebellion, murder, frustrated murder, etc.,” the appelate court’s Fifth Division ruled.
In its 23-page decision, the appelate court said the military itself presented evidence disproving its own claims while the police lied when it claimed that the purported informants “were with them before and during the arrest” of Panesa because it was established that the informants only saw Panesa in a room at Camp Vicente Lim in Laguna.
The CA said the process “corrupted the identification procedure with impermissible suggestion,” an “illegal procedure,” that “suggested and implanted on the minds” of its “informants” that the man they were asked to identify was “Mendoza.”
The courtt also gave credence to the testimony of superiors at the Megaforce security agency who testified that Panesa was a pioneer employee of the agency since 1995.
The court ordered the facility’s warden to immediately release Panesa but, at press time, he was still at the detention facility, according to the National Union of People’s Lawyers which represented him in court.
The NUPL said it will “support our client’s longstanding plan to file countercharges against those who have practically destroyed his life beyond repair as impunity shall simply continue if there is no accountability.”
The human rights group Karapatan also slammed military for the case of mistaken identity and denounced the reward system as an “organized racket” by military and police officials. “It’s simply a rip-off, an organized racket,” Karapatan secretary general Cristina Palabay said in a statement.
Karapatan also accused the military of torturing Panesa severely and released photos showing his badly battered face soon after his arrest.

The Mt. Amandewin Command-New People’s Army in Leyte today said that its guerrilla warfare continues to beleaguer the Oplan Bayanihan of the 8th Infantry Division of the Armed Forces of the Philippines, as the latter lost 28 killed while 23 others were wounded in five armed engagements launched by the MAC-NPA-Leyte from November 2012 to March 2013. “Behind the boasting of 8th ID Maj. Gen. Gerardo Layug that the NPA is finished in Leyte, he is actually covering up their casualties while spinning lies and ingratiating with the media to keep them in the dark about the growing strength of the NPA in Leyte and the whole Philippines,” said Ka Dodong Malaya, spokesperson of the MAC-NPA.
In October 17, 2012, 12 elements of the 78th IB were killed and 15 wounded when they were ambushed by Red fighters of the MAC while onboard a truck in Sitio Calingatan, Brgy. Sto. Niño, Antipolo, Albuera, Leyte. On December 6, 2012, 12 were killed and three wounded when the MAC launched simultaneous offensives against 78th IB elements in Brgy. Antipolo, Albuera and the Alpha Coy of the 19th IB in Brgy. Rubas, Jaro, Leyte. On March 25, 2013, three were killed and two more wounded from the Charlie Coy of the 19th IB when the MAC launched a tactical offensive in Brgy. Liberty, Ormoc, Leyte. Two days after this, Red fighters had an encounter with soldiers on a hot pursuit operation, where two more were killed and two wounded. Meanwhile, one Red fighter was martyred during these armed engagements.”
Ka Dodong Malaya also said the wanton military operations by the 8th ID bring nothing but human rights violations. “Since June 2012, the soldiers have never lifted operations in the villages of Jaro, Burauen, Albuera and Baybay which are interconnected towns in Leyte. Aside from regular combat operations, there are also psywar, combat and intelligence operations by the “peace and development teams” (PDTs), the new euphemism for what used to be known as the Reengineered Special Operations Teams. They stay in the houses of civilians, compel the peasants to ask permission from them before going to their farms, and in one instance, detained four families in the village chapel. In fact, after the NPA tactical offensive inj Brgy. Rubas, Jaro, Leyte, a motorcycle-for-hire driver was summarily executed on the mere suspicion he participated in the offensive. Meanwhile, in Carigara, Leyte, 19th IB commander Lt. Col. Joel Alejandro Nacnac personally visited the houses of known members of progressive organizations to threaten them that they were NPA sympathizers and targets of the military,”
But according to Ka Dodong Malaya, the NPA continues to advance and grow strong despite wanton operations by the 8th ID and their vicious vilification of the revolutionary movement in the mass media. “The NPA is deeply rooted among the masses and cherished by the people because of its high prestige in fighting a just war for their interests. The 8th ID’s intensified military operations that only breed human rights violations further inflame the people’s desire to fight and advance the people’s war. Thus, Oplan Bayanihan surely has nowhere to go but defeat while the revolutionary movement will further strengthen and advance.”

17th IB suffers 2 killed and 3 wounded in Dupag ambush

At 2 o’clock yesterday afternoon, an ambush was successfully staged by Red fighters from the Abraham Bannawagan Front (ABF) in Dupag, Lubuagan, Kalinga. Two (2) soldiers were killed and three (3) were wounded; and M16 rifle and ammunitions were confiscated by the NPA unit, that retreated safely after the successful ambush.
The NPA tactical offensive was launched as a punitive action against the AFP for the forced recruitment of CAFGU elements in Dupag and for instigating the Lubuagan tribe to launch tribal war against the Mabongtot tribe. Conscription is the desperate move of the US-Aquino Regime to catch up on the failed timetable of Oplan Bayanihan “to render the revolutionary movement irrelevant” by the end of 2013. And instigating tribes people to go against another tribe for petty reasons and non-tribal matters is a dirty ploy of the AFP and their minions in the local bureaucracy to sow division among the people, who are in the process of forging unity against big business ventures in the electric and mining industries, and against militarization.
The people of Kalinga should hold firmly on the positive aspects of tribal culture, especially it’s democratic character of representing the true aspirations of the constituents of indigenous leaders and its glorious tradition of struggle against aggressors, land grabbers and tyrants. The people should resist and condemn the ploy of the AFP in using indigenous socio-political institutions against the indigenous peoples themselves, as in the case of using the bodong system to instigate tribal wars as a result of fighting between the NPA and the AFP/PNP/CAFGU. NPA and AFP/PNP/CAFGU casulaties in the course of a just people’s war should not be held against tribes of combatants from both sides. The people have no recourse but to condemn and disown opportunists in the midst of their tribes such as the politicians and those involved in the MBCC (Mataguan Bodong Consultative Council)
Being true to their record, after the NPA ambush in Dupag yesterday afternoon, the AFP through the 17th IB, indiscriminately launched attacks on nearby villages. M203 grenade launchers were fired in Mabongtot, destroying houses and other properties and forcing women and children to evacuate and find refuge in nearby barrios of Tanglag at Taloctoc.

The Arnulfo Ortiz Command (AOC) of the New People’s Army-Western Samar said today the NPA continues to hold the moral high ground and the terrain against the Aquino regime’s Oplan Bayanihan in the province. “The NPA is fighting for social justice and waging superior guerrilla warfare against a regime that is starting to unravel from corruption, puppetry and violence against the people,” said Ka Vicente Magbuhat, AOC spokesperson. “Thus the NPA remains unfazed against the military’s Oplan Bayanihan, which is furthering the interests of the rotten Aquino regime by committing state brutality against the people in the guise of “community spirit”. The Arnulfo Ortiz Command is rising to the occasion and earning victories in fighting intensive and extensive guerrilla warfare against Oplan Bayanihan.”
Ka Vicente Magbuhat noted the NPA is pursuing justice against human rights violators whom the Aquino regime coddle and reinvigorate with Oplan Bayanihan. “The Arnulfo Ortiz Command acknowledges the carrying out of the death penalty meted by the people’s court on retired Police Sr. Insp. Severino Solis last March 19 in Catbalogan City. Solis, 60, was a former police intelligence officer who participated in enforced disappearances, torture and extra-judicial killings in Catbalogan as a henchman of the butcher Gen. Jovito Palparan in 2005 and onwards. He was directly involved in the enforced disappearance of 67-year-old Patricio Abalos in 2005, who was tagged as an NPA supporter and who remains missing to this day. He was also directly involved in the extra-judicial killing of Bayan Muna leader Dominador de Luna. Solis committed many other human rights violations against social activists and the people under the Arroyo regime but remained unpunished. The death sentence was carried out by the special operations group of the Arnulfo Ortiz Command.”
The AOC spokesperson also said violations of international humanitarian law have not disappeared but have merely been reinvented as “community spirit” under Oplan Bayanihan. “The troopers of the 8th Infantry Division used to camp in the midst of civilian communities in violation of international humanitarian law. But now the 8th ID soldiers are living right inside the houses of civilians for as long as three to six months in the course of their “peace and development” operations. That’s “community spirit” all right – using civilian communities as human shields in a warzone! While also pretending to deliver fictitious social services, the 8th ID soldiers harass those they accuse as NPA supporters, impose curfews, restrict the free movement of civilians, ruin livelihoods, and force the people to live in the shadow of fear. These are now happening in the hinterland villages of Matuguinao, San Jose de Buan, Paranas, Motiong, Jiabong and Villareal.”
Heeding the people’s outcry, the AOC carried various guerrilla offensives against the 8th ID human rights violators. Ka Vicente Magbuhat noted at least 26 Aquino government forces were killed and 13 wounded in the following armed engagements between the NPA and 8th ID since Nov. 2012:
Nov. 2012 – NPA fighters ambush operating troops of the 43rd IB, killing two and wounding one in Brgy. Bagacay, Matuguinao. Nov. 28, 2012 – NPA fighters punish enemy spy Laguyo de la Cruz and confiscate an M2 rifle and a .45 pistol in Brgy. Mahayag, Matuguinao. March 5, 2013 – NPA fighters harass combined elements of the 87th IB and 81st CMO Coy, killing four and wounding four more in Brgy. Canvais, Motiong. March 7, 2013 – NPA fighters ambush and kill seven from the same enemy units as in March 5 between Brgy. Canvais and Brgy. Sto. Niño, Motiong. March 11, 2013 – NPA fighters defend themselves and kill ten soldiers from the 87th IB in the latter’s raid on a guerrilla camp between Brgy. San Andres and Brgy. Hagbay, San Jose de Buan. March 13, 2013 – A soldier is killed and another one wounded when NPA soldiers have an encounter with 87th IB troops in Brgy. Hagbay, San Jose de Buan. March 19, 2013 – Human rights violator Sr. Insp. Severino Solis is meted punishment by the NPA special operations group in Catbalogan City. April 22, 2013 – NPA fighters encounter and wound seven from a unit of the 87th IB in Brgy. Agbalati, Catbalogan City. May 30, 2013 – NPA fighters ambush Chief Insp. Douglas Eloja, Paranas police chief, and three other policemen, who were allowed to escape unscathed as a warning over their abuses against the people, who complain of beatings and corruption by the town police.
Ka Vicente Magbuhat said the NPA will certainly intensify guerrilla offensives in Western Samar to further isolate and rock the Aquino regime to its foundations. “The NPA is cherished by the people for advancing their nationalist and democratic interests. On the other hand, the AFP is despised by the people for its mercenary character and brutal attacks on the people’s democratic rights. The NPA will surely carry out more offensives in support of the people’s struggle against the corrupt, fascist and pro-imperialist Aquino regime. In a desperate effort to cover-up the blatant failure of Oplan Bayanihan and stamp out the rising tide of the advancing people’s war to a higher level, combined contingents of the PNP Public Safety Battalion forces of Mountain Province, Benguet and Abra joined forces with combat troops of the Task Force Tadian under the 5th Infantry Division in launching massive military and bombing operations in the vicinity of the northern barrios of Sagada and upland Bontoc, both in the Mountain Province, last August 29 to 30.
The Leonardo Pacsi Command of the NPA-Mountain Province commends its Red fighters for bravely engaging the enemy and successfully inflicting casualties. At the same time, we condemn the military and police elements in their indiscriminate aerial bombings and strafing causing damages on civilian properties and animals, and trauma on the populace particularly the children.
Outmaneuvered on the ground, two helicopter gunships continuously dropped undetermined number of rocket bombs and indiscriminately strafed the vicinities of the northern barrios of Sagada, Dalican and Mainit of Bontoc for two days.
No different from the bombings in Malibcong,Abra last May, most affected were the children in the vicinity who suffered psychological effects. A lot of them were traumatized. Moreover, farmers were prevented from attending to their crops, animals, and water systems.The damage done along the Mabileng communal irrigation system due to the recent typhoons and monsoon rains needing immediate repair works, was exacerbated as some portions were hit directly by the said indiscriminate bombings and aerial strafing. Even smaller irrigation systems servicing the rice paddies at Ambuchaaw and Demang, Aguid, Sagada; Pakanan, Mainit; Matbo and Mapagpag, Dalican, Bontoc were hit. Spring sources along Demang mountain sides tapped for domestic water needs of the northern barrios of Sagada were not spared. Civilians undertaking repair works along the Mabileng communal irrigation system were strafed at. Several animals gracing in the Demang mountain slopes were reportedly missing. Similarly ,hunters were denied the right to visit their wild boar traps.
Clearly, the massive military operations,indiscriminate bombings and aerial strafing demonstrate the US-Aquino Regime’s threadbare treatment of the national minorities and their collective right on ancestral land. Malacañang has unleashed the sword of war on the Cordillera people using both the AFP and the PNP to militarize the area and perpetuate national oppression of the indigenous people. It is at the height of insanity that while the village folks were preoccupied with rehabilitating their farm lots, communal irrigation systems and water work systems damaged by the recent typhoons and monsoon rains, the PNP- trained counter-insurgency units and combat troops of the 5th Infantry Division launched joint combat operations. However, it failed in its operation against the alert Red fighters who had been temporarily encamped while several units were dispersed in nearby villages assisting farmers in their relief and rehabilitation work.
It is worthwhile to note that while villagers are victims of these bombings, not a single statement can be heard from Gov. Leonard Mayaen, indicating that he is in cohort with the military. It is during these denunciatory times when kailyans are supposed to be supported by their elected officials.Where is the braggadocio exhibited by Mayaen in condemning the NPA on the successful tactical offensive against the RPSB counter-insurgency training last June? Why is there no ‘indignation rally’ this time against such indiscriminate and unjustified attacks on the civilian populace?
We call on pro-people and independent bodies like the church to conduct a fact finding mission in the areas mentioned to determine the psychological effects of the bombings on the village folks especially on the children, the damages done on crops, infrastructures and properties.
We call on the newly elected local government officials to stand on the side of their constituents in condemning this brazen military operation, in demanding justice for individual victims and communities, and reparation to damages.
We hold accountable all AFP and PNP officials for the violations of the provisions of Comprehensive Agreement on the Respect of Human Rights and International Humanitarian Law (CARHRIHL) in the indiscriminate and irresponsible bombing and strafing of civilians, crops and properties. We call on all Red fighters and people’s militia to launch tactical offensives against the fascist troops of the reactionary government. Further inflict heavy blows on the enemy as we defend our ancestral lands, rights and resources.
We call on all the people and revolutionary forces to end this rotten system that is perpetuating national oppression on indigenous people and wanton plunder on our rich natural resources for their insatiable capitalist greed.#

NPA engages no chemical-biological warfare, but in people's guerrilla war

The New People's Army Southern Mindanao Regional Command vehemently denies the malicious and wildly concocted military propaganda that NPA explosives were contaminated with poison and bacteria. To insinuate that the NPA is engaged in a highly criminal biological and chemical warfare is, indeed, pure invention. NPA Red fighters have been using in the last four decades, guerrilla warfare weapons, such as but not limited to, command-detonated explosives made up of traditional, non-biologically toxic ingredients.
The seven AFP troops who were hurt in a bomb blast in Pantukan yesterday were hit by command-detonated explosives and not the falsely reported pressure-type bombs that are banned by international laws like the Ottawa Treaty.
Major Jake Obligado and other spindoctors at the Eastern Mindanao Command-AFP are desperate to reverse the tide of revolutionary guerrilla warfare, so desperate, that they have to copy methods used by the US imperialist military strategists in its current war against Syria. By alluding that the NPAs are terrorists who hatch bombs and weapons of mass destruction in chemical and biological forms, Obligado and EastMinCom propagandists are copycats to the Obama government that is now justifying its military occupation in Syria by accusing the Assad regime of engaging in chemical weapons attack.
Not long ago, the military also outrageously said the NPA landmines distribution in the whole region have been systematized by way of color coding per province.
The NPA are people's soldiers--girded with firearms confiscated from the enemy and with bombs made out of cheap materials-- who face the logistically-superior but politically-inferior corrupt-laden, fascist, anti-people AFP.
Obligado and the military spindoctors are daydreaming that they can sweeten the image of the fascist Oplan Bayanihan by demonizing the NPA and the revolutionary struggle. MANILA, Philippines - Communist rebels in the Philippines smeared a roadside bomb that injured 7 soldiers with human feces and snake venom, the military said on Wednesday, September 4.
The wounded soldiers tested positive for potentially deadly bacteria, said Lieutenant Victor Dado, medical officer at the military hospital where the men were taken for treatment following Tuesday's attack.
"We found [the bacteria in] the wounds of the soldiers during examination and treatment yesterday morning. It will aggravate the effects of the landmines," Dado said in a statement.
The soldiers were hit by a roadside bomb during a pre-dawn patrol against New People's Army (NPA) guerrillas near the town of Pantukan on Tuesday, he added.
Quoting military doctor Victor Dato, the Eastmincom said laboratory tests showed that the shrapnel extracted from the unexploded land mines and from a soldier wounded by shrapnel in recent explosion had “Enterobacter cloacae and Streptococcus agalacteiae.” These types of bacteria are “commonly found in the human intestine,” the statement added. “This proves that the NPA contaminate these landmines with human or animal feces. We have already had a patient who is a former NPA member who attested to this practice when making land mines,” the Eastmincom statement reported Dato as saying. The Inquirer tried but failed to reach Dato for elaboration on the alleged use by the rebels of bacteria and deadly toxin in the manufacture of land mines.

The Communist Party of the Philippines (CPP) flatly rejected as “baseless, desperate and fecal-brained” the psywar claims made by officers of the Armed Forces of the Philippines (AFP) that the New People’s Army (NPA) smears explosives with human feces.
The AFP made these pronouncements yesterday after claiming that soldiers wounded in an NPA attack Tuesday morning in Napnapan, Pantukan, Compostela Valley were tested positive for bacteria commonly found in the human gut.
“The purpose of explosives detonated on command is to momentarily stun and immobilize the enemy, thereby enabling the guerrillas to maintain the initiative in battle and maximize the employment of tactical superior firepower, and not to subject anyone to bacterial infection.”
“Any medical practitioner knows that open wounds, especially if not treated promptly, can be infected with bacteria, especially those that cause tetanus,” said the CPP.
“A medical doctor interviewed on national television also explained that the intestinal bacteria allegedly found by AFP doctors in shrapnel extracted from the wounded soldiers have limited life spans outside of the gut and are harmless unless ingested.”
“The AFP has resorted to such base psywar propaganda in the desperate hope of depicting the NPA as using ‘bacterial weapons’ and in violation of international humanitarian law (IHL),” said the CPP.
The CPP reiterated that under IHL and the Ottawa conventions against land mines, the guerrilla forces of the NPA are allowed to employ command-detonated explosives as a legitimate weapon in waging revolutionary war.

MANILA, Philippines -- A ranking communist rebel leader in the Cordilleras managed to escape Monday from security forces out to arrest him, police admitted.
Superintendent Davy Vicente Limmong, spokesman of the Cordillera police office, said the arrest team did manage to capture the three companions of Simon Naogsan Sr., alias “Filiw,” during the operation on a hotel in Sitio Mabbay, Barangay Poblacion in Sagada town, Mt. Province.
However, he said the three, who used “fictitious names” and carried “several identification cards,” were merely “invited for investigation” because they were not subjects for arrest.
Limmong said authorities found “subversive documents, a cellular phone, flash drive, and cash amounting to P150,000” in the room occupied by the three.
The police officer said a joint team from the Sagada police, Regional Public Safety Battalion, Benguet-Provincial Public Safety Company, and Military Intelligence Group 1 led by Senior Superintendent Ulysses Abellerda carried out the operation against Naogsan Monday afternoon.
He said Naogsan is spokesman of the New People’s Army in the region and of the Cordillera Peoples’ Democratic Front.

MANILA, Philippines - Three communist rebels, including an official of the New People’s Army (NPA), had been arrested by security forces in Sagada, Mountain Province, the military said Wednesday.
Cpt. Gina Daet, spokesperson of the Armed Forces Northern Luzon Command, said the insurgents were apprehended in Sitio Mabbay in Barangay Poblacion last Monday at about 5 p.m.
One of the rebels arrested was identified as Lolita Longuibis, the finance and logistics officer of a local guerrilla unit based in the Mountain Province.
Daet said Longuibis has six arrest warrants for murder and has a P2.05-million bounty on her head. Authorities are still validating the identities of Longuibis’ two companions.
The reward system for wanted rebels was activated in 2006. The program, which is being implemented by the Joint Rewards Valuation Committee of the military and police, encourages the public to join the drive against insurgency.
Police and military forces also recovered subversive documents, electronic devices and cash worth P200,000. The three NPA members have been turned over to the regional police.

7 soldiers hurt in troops-NPA clashes in Surigao del Norte

MANILA, Philippines - Seven soldiers were hurt in successive clashes with the New People’s Army (NPA) in Surigao del Norte, the military said Thursday.
Cpt. Christian Uy, spokesman of the Army’s 4th division, said two of the soldiers were wounded in an encounter Tuesday afternoon in Barangay Siagao in San Miguel town.
Five others were hurt in a firefight Wednesday morning in the same area.
The clashes transpired after the military had conducted patrols to verify reports about the presence of armed men in the area.
Uy said two soldiers sustained bullet wounds during the first encounter that occurred Tuesday at about 4 p.m.
The military has yet to confirm whether the insurgents sustained casualties during the clash. Traces of blood, however, were seen by field troops in the encounter site.
Soldiers from the Army’s 36th battalion then conducted pursuit operations, resulting in another clash last Wednesday.
Uy said four soldiers were wounded by a landmine planted by the NPA while another one sustained a bullet wound.

Some units display now, their own "interpretation" of "hot Pursuit". After the raid here, it was 10hours before the hounds were let loose. Even they managed to land themselves in a well prepared ambush. As ever, cadavers thrown into backs of trucks, soldiers brought to local hospitals or funeral parlours soon gets tongues wagging. Hence accounts on TV are greeted with scepticism.

To frustrate the vicious Oplan Bayanihan and punish the corrupt Aquino regime for its anti-people and anti-peace rule, NPA-NCMR has intensified its tactical offensives. These past few days, Red fighters attacked fascist troops in several guerrilla fronts in the region, serious casualties—ten killed and five wounded among the reactionary troops.
Sept. 8, 2013 – around 8:20 AM, an NPA harassment team attacked 8th IB-PA troops launching combat operations in Brgy. Bolunay, Impasug-ong, Bukidnon, wounding one soldier. Enemy troops immediately withdrew after a reckless barrage of gunfire, indicating a low fighting morale among their ranks, even after the recently concluded re-training of their whole battalion.
Sept. 9, 2013 – around 10:30 AM, an armed NPA team under the Mt. Kitanglad Subregional Command harassed 8th IB troops in Sitio Butok, Brgy. Capihan, Libona, Bukidnon. Two enemy soldiers were killed while one was wounded. Venting their ire, the fascist troops hamletted the communities of Balaugon and Mintaubo, both in Capihan.
Sept. 10, 2013 – NPA fighters under the Western Agusan Norte-Agusan Sur Subregional Command harassed operating troops of 29th IB’s Bravo Coy in Sitio Lamusig, Tungao, Butuan City. Four soldiers were killed while one was wounded.
Sept. 10, 2013 – around 8:00 PM, an NPA squad harassed 8th IB troops aboard a KM-35 truck in Sitio Nabawang, Busdi, Malaybalay City. One was killed while one was wounded. Their vehicle was also damaged.
Sept. 10, 2013 – around 11:00 PM, NPA fighters harassed the reinforcements sent by 8th IB in Sitio Nabawang. The place of incident is only three kilometers away from the first encounter. One soldier was wounded.
Sept. 11, 2013 – around 5:00 PM, an NPA unit under the Western AN-AS Subregional Command harassed 29th IB troops in Sitio Lamusig. Three soldiers were killed. In all these attacks, the NPA has had no casualties, and instead has boosted the fighters’ morale in advancing the people’s war to the strategic stalemate stage.
As the armed movement in the region grows stronger, we further open our guerrilla fronts to anyone who wishes to join the NPA to serve the poor and oppressed. We also encourage further support from the masses for the people’s democratic revolution. Only by winning this war can we uproot our basic problems and achieve genuine and lasting peace.

People may wonder just where the NPA and Militia get their guns from, a brief account of a raid in the area will enlighten:
NPA seizes 66 firearms in Butuan City
Red fighters of the Cesar Cayon Command of the New People’s Army in Agusan del Norte successfully raided the Earth Saver Security Agency in Arujville Subdivision, Butuan City on April 23 at around 8 p.m.
The NPA seized 66 firearms of various caliber, consisting of 46 AK-47 rifles, three M14 sniper rifles, ten automatic shotguns, seven 9 mm pistols, magazines, rounds of ammunition and other military equipment.
The Julito Tiro Command of North Central Mindanao Region hailed the Cesar Cayon Command for the successful raid, which resulted in the biggest weapons haul in recent years.
The security agency was located near the Caraga Regional PNP Headquarters and the AFP 402nd Brigade Advance Command Post in Bancasi, Butuan City. In spite of this, the raid was quickly accomplished. The Red fighters posed as National Bureau of Investigation agents as a ruse to easily overpower the four security guards of Earth Saver.
The raid, which lasted a mere ten minutes, was successful because of the strong mass support enjoyed by the NPA, efficient intelligence work and good military tactics.
The number of weapons seized is enough to arm a new company of Red fighters, strengthen their ability to annihilate armed reaction and advance agrarian revolution which are the major components of the people’s democratic revolution.
The people are aware that the security agency is owned by a retired general Nario and armed with high-powered weapons used to suppress communities to ensure the entry and operations of destructive mining companies in Sta. Maria, Trento and Rosario, Agusan del Sur. These companies are being strongly resisted by the people.
