Extension of ceasefire in Yolanda-devasted areas
November 23, 2013 Communist Party of the Philippines The Central Committee of the Communist Party of the Philippines hereby announces a one-month extension of the earlier ceasefire declaration issued to commands of the New People’s Army (NPA) and units of the people’s militias operating in the areas devastated by the November 8 supertyphoon Yolanda (international name Haiyan). The ceasefire declaration, which practically commenced on 8 November 2013, and was originally set to expire on 2359 hours of 24 November will now remain in effect up to 2359 hours of 24 December. This ceasefire declaration covers the following regional commands of the NPA: Eastern Visayas Regional Command Panay Regional Command Central Visayas Regional Command Negros Island Command The ceasefire declaration is being extended by another month in view of the extent and gravity of the devastation of the supertyphoon that has been made worse by the gross negligence and inutility of the ruling Aquino regime. This will allow all committees of the people’s democratic government, respective commands of the NPA and units of the people’s militias in the devastated areas to continue with rehabilitation efforts. Revolutionary forces in the area are currently busy in facilitating the distribution of relief supply from various people’s organizations and media outfits. They are engaged in the reconstruction of homes, as well as in the mobilization of people in efforts to resume production and wage mass struggles. Disaster victims are being organized in order to assert their demand for reforms to address their urgent needs. The demand of the peasant masses for land reform and of the fisherfolk for fisheries reform have become particularly urgent in the devastated areas. Revolutionary forces in Luzon and Mindanao have carried out efforts to generate funds and supplies for the victims of the recent disaster. They are in close coordination with media and people’s organizations which are busy extending assistance to the devastated areas. Respective units of the NPA and the people’s militias shall remain in active defense mode within the period of effectivity of this declaration. They shall exert all-out effort to assist the masses but will exercise great caution to remain invisible to the enemy and avoid vulnerabilities. They should maintain a heightened sense of alertness against the hostile acts and encroachments of the Armed Forces of the Philippines (AFP) in areas within the scope of authority of the people’s democratic government. This is in view of the fact that despite the widespread sufferings and hardships brought about by the recent disaster, the Aquino regime and the AFP have refused to relent in their offensive military operations and campaigns of suppression being carried out under the Oplan Bayanihan war against the people. The AFP has deployed several specialized units for transportation into Eastern Visayas. This is, however, a token effort considering the fact that it has 10,000 soldiers under the command of the 8th Infantry Division which remain focused on carrying out “counterinsurgency” operations within the region and continue to be on an offensive rampage. The Aquino regime has virtually garrisoned Tacloban City and placed it under military rule. In Panay and Negros, the 3rd Infantry Division adamantly carries out offensive military operations in complete disregard for the recent devastation. As a result of the relentless offensive operations of the forces of the 3rd ID, two successive armed encounters erupted between a local NPA unit carrying out rehabilitation efforts and a platoon of the 47th IB on offensive operations in Barangay Magbalyo, Kabankalan City last 16 November, resulting in the wounding of an AFP soldier. While maintaining a high degree of alertness against the offensive operations of the AFP, the NPA and the organized peasant masses must heighten efforts to wage revolutionary mass struggles to advance the democratic cause of the people in the face of the disaster and grave economic hardships. The CPP leadership rejects the Malacañang proposal for a nationwide ceasefire of indefinite duration. The CPP ceasefire declaration is localized and has a definite period of effectivity with the aim of addressing the urgent need of extending emergency services to the people and carrying out rehabilitation efforts. A ceasefire of longer duration and nationwide scope can be carried out only on the basis of fundamental socio-economic and political reforms. Otherwise, such a ceasefire will be of no benefit to the people and will only be taken advantage of by the most reactionary and fascist elements to push for the pacification and surrender of the people’s revolutionary forces. If Malacañang is really serious in its proposal, then it should immediately end its unilateral suspension of peace negotiations and resume talks with the duly authorized panel of the National Democratic Front of the Philippines and forge agreements on the basis, parameters and mechanics of such a ceasefire. Denounce the Aquino regime’s relentless offensives amid disaster, ceasefire declaration—CPP
November 26, 2013 Communist Party of the Philippines The Communist Party of the Philippines (CPP) denounces the Aquino regime and its armed forces for waging relentless armed offensives and brutal campaigns of suppression in Eastern Visayas, Panay and Negros in outright contempt of the broad masses and in complete disregard for their demand for a temporary cessation of armed hostilities in order to give full attention to relief and rehabilitation work.
“The Aquino regime and its armed forces are treacherously taking advantage of the ceasefire declaration of the CPP in order to wage relentless offensive operations against the New People’s Army and the peasant masses in the revolutionary areas,” said the CPP. Two days ago, the Central Committee of the CPP announced a one-month extension of the ceasefire declaration issued to the NPA commands in Eastern Visayas, Central Visayas, Panay and Negros islands. The extended ceasefire period aim to allow all revolutionary forces to concentrate on the urgent task of rehabilitation and asserting the people’s economic rights amidst the disaster.
“The AFP’s massive offensive operations are impeding the people and their revolutionary forces from carrying out disaster relief and rehabilitation work and make the task of resuming economic production more difficult,” said the CPP.
The CPP issued this statement even as the AFP claimed that a firefight ensued after a unit of the NPA supposedly fired shots at soldiers of the 11th Infantry Battalion in Barangay Pitogo, La Libertad town, Negros Oriental last Sunday. The CPP said that in accordance with the ceasefire declaration issued by its leadership, NPA units will fire only as an act of active defense against the offensive units of the AFP.
“Even as the people seek urgent relief from the economic devastation brought about by the supertyphoon, the braggart mouthpieces of the 3rd ID have publicly declared over the past few days that their forces are not letting up in their military offensives and are focused on waging war against the NPA. The AFP offensives resulted in an armed encounter in Kabankalan City in Negros Occidental last weekend with a unit of the NPA engaged in rehabilitation efforts,” pointed out the CPP.
“Despite the ceasefire declaration, armed encounters are bound to erupt if the AFP continues to insist on waging offensive operations against the people and their people’s army and militia units, compelling the people’s armed revolutionary forces to defend themselves,” added the CPP.
“The supposed participation of AFP soldiers in disaster relief is being carried out only in urban centers and highways where they are covered by the media. In reality, despite the urgent need to mobilize all possible resources, the bigger part of the AFP’s resources is still currently being geared towards so-called counter-insurgency operations under the brutal Oplan Bayanihan war of suppression against the people,” said the CPP.
“The high-profile disaster relief operations being conducted by the central headquarters of the AFP serve only to camouflage the continuing brutal war being waged by more than 11,000 ground troops of the AFP’s 8th and 3rd ID in the interior and coastal areas of the islands of Samar, Leyte, Panay and Negros,” pointed out the CPP.
“The people demand urgent economic relief in the face of the grave difficulties resulting from the devastation wrought by the recent supertyphoon,” said the CPP. “By waging relentless offensives and suppression campaigns, the AFP is displaying gross disregard for the people’s welfare.”
“The AFP’s imposition of martial law policies in the countryside and mountainous areas impedes the people’s economic and commercial activities, making efforts at rehabilitation more difficult,” said the CPP. “Thus, the people demand that AFP soldiers withdraw their forces from the interior areas and commit them to their barracks so that the people’s rehabilitation efforts can proceed unencumbered.”
“The AFP knows full well that many of the areas hit by the supertyphoon are within the scope of operations of the New People’s Army and are under the jurisdiction of the duly-constituted revolutionary organs of governance,” said the CPP. “Many of these areas have been the least of the Aquino government’s priorities in the past and remain so as these have yet to be reached by the regime’s slow and highly inefficient disaster relief operations.”

Landgrabber punished in Rizal
The Narciso Antazo Aramil Command of the New People’s Army (NAAC-NPA-Rizal) launched a series of punitive actions on landgrabbers and destroyers of the environment in Rizal on November 9.
An NPA platoon raided Silangan Lumber, quarrying company in Sitio Paenaan, Barangay Pingay, Baras at around 4 p.m., for its landgrabbing and environmentally destructive activities. The guerrillas seized three shotguns, two pistols and an ICOM radio.
At around 6 p.m., an NPA team raided the treasure hunting area of Ret. Philippine Air Force Col. Lorenzo Deris in Sitio Kilingan, Barangay San Jose, Antipolo City and confiscated equipment. The Red fighters were implementing the orders of the People’s Democratic Government (PDG) to put a stop to the digging because of the damage this was causing to the environment and its violations of the PDC’s policies.
An hour before this, an NPA team issued a grave warning to Ariel and Regina Bisgueras for terrorizing the locals and seizing the farmers’ lands in Sitio Paenaan. The guerrillas also discovered that the Bisguera couple were members of the AFP reserve. Seized from them were military uniforms and important documents used in intelligence work.
These military actions were undertaken within the perimeter of a cluster of camps of the 16th IB, 59th IB, SAF-PNP and RMG-PNP. A composite force of military and police elements had also just concluded a week-long combat operation.

Successful attack against the operating troops of the 5th IB

NPA Mountain Province Provincial Operations Command (Leonardo Pacsi Command) The Leonardo Pacsi Command (LPC)-NPA Mountain Province again launched a successful attack against the operating troops of the 5th IB Philippine Army (PA) in the afternoon of 28 November 2013. The light artillery troops stationed with 2 Howitzer cannons at Lake Danum, between Sagada and Besao, Mountain Province were fired at by a sniping team of the LPC. This offensive was carried out to drive out the fascist forces and to protect the people of the Mountain Province and Abra from the indiscriminate bombings which the Philippine Army is fond of doing as part of their desperate moves against the New People’s Army. Sagada residents were victims of such bombings last month, as in the past when it was the people of Tubo, Abra who suffered such traumatic experience. One element of the Philippine Army was seriously wounded in the sniping attack conducted by the LPC while other elements incurred injuries as well. There were no casualties on the side of the NPA. Earlier on November 16 and 17, NPA units also inflicted 2 attacks on the 50th IB PA combat troops somewhere in Baclingayan, Tubo, Abra. Three (3) PA soldiers were wounded while there were no casualties on the side of the NPA. Wide-scale combat operations of the joint forces of the 50th IB PA and Regional Police Safety Battalion (RPSB)-CAR have been escalating since 13 November. At the same time, the number of human rights violations has also increased. Most condemnable is the irresponsible shooting of 2 residents of Bangaan, Sagada who were mining in the area of Baclingayan, Tubo. After being shot by the fascist forces, the two civilians were held hostage with their hands tied. Another youth was held hostage in Belwang, Sadangga. Several residents, including 2 minors and a foreign national, were traumatized by the military pointing their guns at them while driving them away from their farms and workplaces. The continuing militarization of Sagada, Besao, Sadangga and Bontoc since September of this year have been causing economic dislocation as the people have been prevented from tending to their farms, gardens, mines, hunting grounds and irrigation systems. The Leonardo Pacsi Command-NPA, the entire revolutionary movement and the peoples of the Cordillera condemn the blatant disregard and violations of the socio-economic and political rights of individuals and communities. We hold accountable the commanding officer of the 50th IB PA Lt. Col. Richard Sibayan and the RPSB-CAR Chief Superintendent Benjamin Magalong, as well as their superiors in the 503rd Brigade and 5th ID. Moreover, we condemn the continuing military operations to suppress the struggle of the Cordillerans against the plunderous onslaught of multinational large-scale mining and energy corporations in connivance with compradors and bureaucrats in the Aquino government, who are in turn being served by the mercenaries in the AFP and PNP. In order to ram through their economic greed and political tyranny, they are employing all means including deception, dirty maneuverings and militarization that victimizes the same people whom they have sworn to serve. All units of the NPA, along with the numerous units of the people’s militia in the Mountain Province, will continue these attacks on reactionary troops. All members of the revolutionary movement will surely defeat the onslaught of militarization under the guise of Oplan Bayanihan. We call on the people to mobilize and drive away military presence in Lake Danum, Kin-iway in Besao, Guinaang in Bontoc, Abew in Sadanga and in the numerous CAA detachments spread all over the 10 municipalities of the Mountain Province. We call on the Mayors and other LGU officials to revoke the duplitious Memorandum of Agreement (MOA) they have signed with the 50th IB PA as such an agreement only serves as license for the military and police to conduct military operations and disregard civilian authority with impunity. Stop the widespread military operations in the Mountain Province and Abra!

RCTU kicks off 45th CPP anniv celebration Revolutionary workers vow intensified struggle vs. US-Aquino regimeDecember 04, 2013 Revolutionary Council of Trade Unions To kick off their commemoration of the 45th anniversary of the re-establishment of the Communist Party of the Philippines (CPP), revolutionary workers led by the Revolutionary Council of Trade Unions (RCTU) held a lightning rally along the worker and urban poor communities in Baclaran, Paranaque City this morning. “With utmost joy, workers join the Filipino people in celebrating the 45th anniversary of the re-establishment their Party, the CPP. For 45 years, the CPP has victoriously led the Filipino workers and people in the struggle for freedom, democracy and social change against foreign and domestic exploitation,” stated Juan de Mayo, RCTU spokesperson.
As they celebrate the CPP’s anniversary, the revolutionary workers vowed to intensify their struggle against the US-Aquino regime which they say represents those who rule the country – the imperialists, comprador bourgeoisie and landlords.
“The US-Aquino regime is as rotten as the system it represents. It has exposed itself to be no different from previous puppet, corrupt and anti-people regimes. In Aquino’s three years in power, he has defended the crisis-wracked semi-colonial and semi-feudal system that has subjected Filipino workers and people to the worst forms of exploitation and oppression,” de Mayo said.
The RCTU warned that Aquino will face an upsurge of unionization by workers as well as workers’ strikes, protests and intensified armed resistance in his remaining years in power as the revolutionary forces persevere in advancing the national-democratic revolution.
“With worsening hunger and poverty inflicted by the US-Aquino regime, workers and the toiling masses of the Filipino people are as determined as ever to advance the revolution to a new and higher level. Aquino’s next years in power will be faced with an upsurge of workers’ revolutionary struggle against his anti-worker and anti-people regime,” de Mayo said.
Meanwhile, the RCTU encouraged fellow workers and urban poor to persevere in advancing the people’s democratic revolution by taking part in the armed struggle in the countryside and join the ranks of the New People’s Army (NPA).
“If history has taught us one thing, it is that only through armed revolution can we achieve victory over foreign domination and control. Only by taking up arms can we bring down despotic and oppressive regimes. That is why we call on all workers and our fellow toiling masses to take part in the armed struggle being waged by the NPA,” de Mayo said.
The Communist Party of the Philippines was re-established on December 26, 1968 and has since then been at the forefront of the Filipino people’s struggle for national freedom, democracy and socialism.###

Typhoon Pablo 1st year anniversary marks US-Aquino regime’s complete failure
December 04, 2013 Rubi Del Mundo Spokesperson NDFP Southern Mindanao Chapter Today’s 1st year anniversary of the tragic Typhoon Pablo marks a whole year of utter negligence, corruption, and exploitation committed by the US-Aquino regime. The survivors of the December 4 catastrophe in the provinces of Compostela Valley, Davao Oriental, Agusan del Sur and Davao del Norte have endured a year of grief over the loss of their loved ones, lost lands and extreme deprivation. The situation of affected peasants, workers and Lumads in these areas had deteriorated, their lives a mere shadow of their former lot. A survey of Typhoon Pablo affected areas show abandoned farms, destroyed forests, unrepaired roads and ruined houses.
Today marks a complete failure of the administration of GPH Pres. Benigno Aquino III to systematically address the needs of Typhoon Pablo victims. There is no recovery to speak of, despite billions of funds disposed from GPH coffers, international donor agencies, nongovernment organizations and private donors. The Department of Social Welfare and Development (DSWD) and the Armed Forces of the Philippines (AFP) have siphoned the billions which found their way to the pockets of reactionary bureaucrats and generals. They are shameless in boasting overpriced and substandard relief and rehabilitation projects while other GPH agencies aggressively pursue policies and programs geared towards logging, mining, and capitalist expansion in Pablo-affected areas. Despite the utter destruction in the countryside, the 1001st, 701st and 1003rd Brigades of the 10th ID of the AFP have intensified its Peace and Development Team (PDT) operations in Typhoon Pablo areas, deployed death squads to execute leaders and neutralize people’s organizations.
Cloaked as disaster assistance, the US-Aquino regime also imposed cash-for-work schemes for displaced peasants and workers using grossly low wages and sorry working conditions. The masses are no better off from ordinary laborers and wage-earners who are doing menial work and paid with starvation salaries. Workers of corporate banana plantations who are under contract growership were forced to give up their overdue salaries and benefits in the name of “plantation rehabilitation” so that big corporations can minimize cost and maximize profits.
Worse, the US-Aquino regime marshaled and concentrated its limited resources in the province, town and selected village centers as they abandoned far-flung farms communities and forests—areas that they declared as geo-hazardous for habitation. It was a strategy meant to dislocate peasants and Lumads in their lands and concentrate them to areas where the military and GPH can easily control them. The hamletting served the dual purpose of controlling movement of villagers while leaving forests and farms easily accessible for large-scale mining and capitalist incursion.
In the midst of the US-Aquino regime’s sheer inadequacy and oppression, the people have valiantly struggled against the corruption, negligence, large-scale mining and militarization. Well-meaning individuals, private organizations including schools and churches have responded to the call of peasants, Lumads, and workers for farm tools, seedlings, water systems, repair of destroyed schools and other infrastructure.
The revolutionary forces and the New People’s Army under the Communist Party of the Philippines have persevered in seeing to the full recovery of affected base areas and guerilla zones. Hundreds of thousands of revolutionary forces and their families have survived the impact of Typhoon Pablo not because of the reactionary state’s intervention, but because they militantly struggled and rebuilt their communities, farms and forests. Revolutionary forces and Party members, with the deployed NPA units, have built more organs of political power in a frequency and intensity meant to effectively address the debilitating effects of Typhoon Pablo.
Now, in the 1st year anniversary of Typhoon Pablo, the people’s new democratic revolution remains the only viable option in the full recovery of disaster areas and the livelihood of communities and its people. Armed struggle against a fascist regime, the implementation of agrarian revolution and the development of mass base—these must intensify to advance the people’s war against the US-Aquino regime and prepare for future calamites. As we commiserate with the victims and survivors of Typhoon Yolanda in the Visayas region, the NDF Southern Mindanao reiterates the necessity of consolidating a united front of all revolutionary and progressive forces to inspire the disaster-ravaged region in addressing the challenges relief and rehabilitation. The militant victims of Typhoon Pablo are a beacon of hope for Yolanda victims that through people’s warfare, we shall overcome.

4 NPA rebels killed in clashes

Lt. Col. Ramon P. Zagala, Armed Forces of the Philippines (AFP) Public Affairs Office (PAO) chief, said the first encounter occurred Wednesday in Barangay Teresa, Maco that resulted in the death of three NPA members. Zagala said two of those slain in Barangay Teresa were female NPAs whose bodies were found concealed in a forested area near the encounter site. Another NPA rebel was killed Friday during a 30-minute clash with Army troops in Barangay Malamodao, also in Maco. Zagala said troops from the 71st Infantry Battalion were scouring the vicinity as more casualties were reported by civilians. The AFP PAO chief said that aside from the slain rebels, soldiers also recovered a hand grenade, magazines for M-16, and backpacks from the enemy. “Residents of Maco already requested regular security patrols from the military for their protection from NPA harassments and extortion activities. There is no truth to the preposterous claim made by Eastern Mindanao Command Commander Lt. Gen. Rainier G. Cruz, III that “in their Bayanihan, they have prevailed against the NPA” by killing 4 New People’s Army (NPA) guerillas last week in Maco town, Compostela Valley. The enemy has pursued its atrocious military operations in separate incidents of strafing and bombing that left a civilian dead, the detention of three others, and the dislocation of hundreds more in Maragusan and Maco towns since November 18 up to December 6.While hiding its savage deeds against the masses, the AFP is engaging in a futile attempt to reverse the real score in the battlefield. In contrast to the AFP’s indiscriminate aerial bombing and strafing that did not distinguish combatants from civilians, the NPA triggered command detonated explosives, harassed and ambushed legitimate targets from enemy units in four separate punitive actions over the last three weeks. The AFP suffered a total of 34 casualties, with 20 killed and 14 wounded after NPA units under the Comval Davao Gulf Subregional Command launched a series of tactical offensives meant to punish the fascist 71st Infantry Battalion, 66th IB, and Division Reconnaissance Company (DRC) all under the 10th ID-Eastern Mindanao Command of the AFP.
A recap of the series of events in the last few weeks showed how the AFP, ironically, prevailed not over the NPA but over unarmed peasants and poor residents:
On November 18, at 6:30 am, the 66th IB-AFP rained bombs over the villages of Brgy. Mahayahay, Maragusan town, Comval; for one whole day, the enemy strafed and poured bullets in reconnaissance by fire against peasant farms, forcing residents to evacuate.
On November 21 at 7am, the 66th IB bombed villages of Sitio Camuso, Brgy. Parasanun. At about 9am, the NPA’s 6th Pulang Bagani Company and the Rhyme Petalcorin Command Front 27 Operations Command encountered with troops belonging to the 71st IB in North Davao, Brgy. New Leyte, Maco; three soldiers were killed and three were wounded. Around 10:30 am, the military bombed communities of North Davao and Sitio Bunlang, using a 105 howitzer. At 4pm, two mg520 helicopters rained bombs in North Davao and in Masara lines, Maco town. When the enemy was resting at their camp in Brgy. Parasanun at 11pm, the NPA triggered a command detonated explosive that killed 5 and wounded 6.
On November 23, at 8am, the NPA harassed the camp of 71st IB alpha company, wounding three of its troops. At around 10am, two mg 520 helicopters bombed the farms of Brgy. Elizalde, Brgy. Teresa and Brgy New Barili in Maco.
On November 25, at 9pm, the NPA triggered a command detonated explosive at Sitio Camuso, Brgy. Parasanun killing four elements of the 66th IB.
On November 28, the NPA harassed the 71st IB troops in Sitio Biokadan, Brgy. Teresa, killing one soldier. At 9am, the military forced residents of Biokadan and Sitio Mahayahay, Brgy Teresa to evacuate.
On December 4, at 8am, the NPA’s 6th Pulang Bagani Company and the Rhyme Petalcorin Command Front 27 Operations Command ambushed the 71st IB in Sitio Lim-aw, Brgy. Teresa that killed 7 and wounded 5 soldiers. At 9:30 am, the enemy bombed the villages of Sitio Lim-aw and Sitio Gakub, using a 105 howitzer and dislocating the peasant communities in the process.
On December 6, at 10 am, the 1001st DRC and the 71st IB raided villages of Sitio Binagyuhan, Brgy. Malamudao, Maco town. An hour later, mg 520 helicopters bombed the villages of Sitio Binagyuhan and Sitio Barabay in Brgy. Malamudao, and Sitio San Vicente of Brgy. New Barili. The military shot to death Pedro Tinga, a civilian and arrested three others: Dodong Camporemundo, Orong Gabriel and Abla Bakud. The victims were all residents of Purok 2, Brgy. Malamudao.
Not content with disinformation by erroneously labeling the victims as NPA guerillas, the AFP also connived with Malamudao Brgy captain Edgar Reyabonansa to gag the victim’s family and prevent them from pursuing charges against the enemy.
Indeed, the blatant cover-up and a host of human rights abuses in the last few weeks manifested the AFP’s character as harbinger of injustice and implementer of the hideous policy of neutralization under the Oplan Bayanihan. Oppose widespread AFP aerial bombing campaigns, CPP urges HR/IHL advocates
December 10, 2013 Communist Party of the Philippines The Communist Party of the Philippines (CPP) today marked the 65th anniversary of the Universal Declaration on Human Rights by calling on all advocates and defenders of human rights and international humanitarian law to expose and oppose the aerial bombing campaigns being conducted by the Aquino regime and its armed forces which have been damaging people’s properties and agricultural livelihood, endangering the lives of people and causing grave psychological trauma to residents.
“The indiscriminate bombing runs being conducted by the AFP under its Oplan Bayanihan war of suppression are grave violations of human rights and international humanitarian law,” said the CPP. “The Aquino regime is utterly hypocritical in claiming that it upholds peace and human rights when it continues to commit grave abuses and brutalities against the people.”
In calling for a campaign to oppose aerial bombing operations by the AFP, the CPP pointed to the recent bombing runs conducted by the AFP last November 18, 21, 23, December 4 and December 6 in Davao del Norte and Compostela Valley.
On November 18, at 6:30 am, the 66th Infantry Battalion dropped bombs at Barangay Mahayahay in Maragusan town, Compostela Valley. This was followed by day-long strafing of bullets forcing residents of the barangay to evacuate their homes.
At 10:30 am of November 21, the AFP bombarded Sitio Bunlang and other communities in Davao del Norte using 105mm howitzer canons. This was followed by the dropping of bombs at 4 pm by MG-520 helicopters in North Davao and Maco town. On November 23, the AFP employed at least two MG-520 helicopters to drop bombs over farmlands in Barangays Elizalde, Teresa and New Barili in Maco town, Davao del Norte.
On December 4, at 9:30 am, the AFP bombarded Sitio Lim-aw and Sitio Gakub, in Barangay Teresa, Maco town with 105mm howitzer canons forcing peasants to evacuate. On December 6, MG-520 helicopters dropped bombs in Sitio Binagyuhan and Sitio Barabay in Barangay Malamudao and Sitio San Vicente in Barangay New Barili in Maco.
“In their desperation to meet their vain hope of decimating the NPA by 2013 and waging a war against the revolutionary mass base, the AFP has resorted to the brutal use of aerial bombings and other means of indiscriminate attacks against civilians,” said the CPP.
Earlier in August 29-30, the AFP carried out massive aerial bombings in the Mountain Province damaging farmlands, indigenous irrigation systems and the natural environment in the northern barangays of Sagada and parts of Bontoc. In May, another aerial bombing was conducted by the AFP in Malibcong town, Abra. Such aerial bombing campaigns have resulted in grave psychological trauma in children.
“Over the past three years, Aquino’s Oplan Bayanihan has revealed itself as being no different from the previous brutal military campaigns such as Arroyo’s Oplan Bantay Laya 1 and 2,” pointed out the CPP.
“The reactionary armed forces, police and paramilitary organizations continue to violate human rights with impunity targetting the poor communities where the people have been rising up and raising protests against the oppressive and exploitative system,” said the CPP.
“Aquino’s armed forces continue to carry-out extrajudicial killings. Last December 6, just a few days before Human Rights Day, the operating troops of the 1001st DRC and the 71st IB carried out the killing of Pedro Tinga of Barangay Malamudao, in Maco town,” the CPP pointed out.
“In violation of the provisions of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL), the Aquino regime continues to jail no fewer than 400 political prisoners, including 13 peace consultants of the National Democratic Front of the Philippines (NDFP),” added the CPP. “Aquino’s stubborn insistence to detain the NDFP peace consultants further violates the Joint Agreement on Safety and Immunity Guarantees (JASIG) which has impeded the resumption of formal peace negotiations between the Aquino government and the NDFP.”

Cop killed, 2 wounded as NPA rebels attack Bukidnon police station MANILA, Philippines -- (UPDATE - 12:13 p.m.) A policeman was killed and two others wounded when more than 50 New People’s Army guerrillas attacked their station in Bukidnon province early Thursday morning.
Initial reports reaching Manila said the rebels attacked the police station in Kibawe town around 4 a.m., killing Senior Police Officer 2 Rodel Alonzo.
The names of the wounded policemen were not immediately available. A statement from the Armed Forces of the Philippines' public affairs office said the rebels seized seven M16 rifles, three 9mm and two caliber .45 pistols, and ammunition.
The report said the rebels, who were clad in Army fatigues, were onboard seven passenger vans that split into three teams, two of which served as a blocking force while the largest team carried out the attack.
The attack prompted the local government to suspend work for the day as government forces pursued the retreating rebels.
No information was immediately available on weapons, ammunition and equipment the rebels may have seized in the raid.

But it seems that while the rest of the world have been hurrying to do their share in lessening the humanitarian crisis that resulted from the supertyphoon’s fury, the Aquino government and its armed forces have also been busy with conducting aerial bombing campaigns, which have been damaging people’s properties and agricultural livelihood, endangering the lives of people and causing grave psychological trauma to residents.
In a statement emailed to the media by the Communist Party of the Philippines (CPP) on the occasion of Human Rights Day, it called on all advocates and defenders of human rights and international humanitarian law to expose and oppose the said aerial bombing campaigns.
“The indiscriminate bombing runs being conducted by the AFP under its Oplan Bayanihan war of suppression are grave violations of human rights and international humanitarian law,” said the CPP. It accused the Aquino government of being “utterly hypocritical” in claiming that it upholds peace and human rights while it continues to commit grave abuses and brutalities against the people.
The Armed Forces of the Philippines have allegedly conducted a series of aerial bombings last November 18, 21, 23, December 4 and December 6 in Davao del Norte and Compostela Valley. The provinces are the site of agricultural- and mineral-rich lands being targeted by foreign transnational companies for agribusinesses and mining operations. But they are being limited or opposed by the population, including some of their local government executives.

Why are government soldiers indiscriminately bombing these agricultural communities? The CPP said the government armed forces have resorted to the brutal use of aerial bombings and other means of indiscriminate attacks against civilians in its “desperation to meet their vain hope of decimating the New Peoples’ Army by 2013 and waging a war against the revolutionary mass base.”
Far from ruing an impending loss, the CPP statements pointed that it is gearing up to celebrate its upcoming 45th anniversary, although it has asked supporters to tone down the festivity and instead channel their resources toward helping the typhoon victims.
Other Aquino govt’s aerial bombings

Formal peace negotiations between the Aquino government and the revolutionary forces led by the CPP have been stalled because, according to the CPP, the Aquino regime continues to jail no fewer than 400 political prisoners, including 13 peace consultants of the National Democratic Front of the Philippines (NDFP).
The CPP blames Aquino’s “stubborn insistence” on detaining the NDFP peace consultants as one of the reasons why they are constrained to talk peace. They cited the Aquino government’s violations of previous agreements, the Philippine governments had signed with the NDFP, foremost of which are the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) and the the Joint Agreement on Safety and Immunity Guarantees (JASIG).

NPA Mt. Apo Sub-Region Sub-regional Command NPA attacks Bukidnon Police Headquarters; 13 firearms seized, 5 PNP casualties reported Red fighters belonging to the New People’s Army Mt. Apo Subregional Command raided the municipal headquarters of the Philippine National Police (PNP) in Kibawe town, Bukidnon province at 4:50 am, December 12. The tactical offensive lasted for a total of 17 minutes, resulting in the NPA’s seizure of thirteen (13) firearms: seven (7) M-16 Armalite rifles, three (3).45 caliber pistols, three (3) 9mm pistols, several ammunitions, uniforms and vhf. Five PNP forces on duty opened fire at the approaching NPA guerrillas who came in aboard six four-wheeled vehicles. The ensuing 10-minute battle killed two PNP forces and wounded three other police elements. The Red fighters then proceeded to confiscate the firearms for seven minutes, before withdrawing from the police station. Enemy casualties would have not occurred had the police opted to leave the NPA untouched when the latter conducted the raid and disarming of the PNP municipal headquarters.
An undetermined number of reinforcement troops belonging to the Regional Mobile Group and the 8th Infantry Battalion were also hit by the NPA’s command detonated explosives an hour after Red fighters withdrew from the Kibawe police station. The area was immediately cordoned by the enemy.
Thursday’s tactical offensive not only aimed to secure the much-needed firearms that would enable the NPA subregional command to develop more fighting platoons. The NPA raid in Bukidnon was also meant to punish an abusive police unit and an army unit responsible for the forced recruitment of paramilitary Cafgus and building of Army detachments in several parts of Bukidnon. The masses have successfully struggled against Cafgu conscription in guerrilla base areas and guerrilla zones, as the Army’s Special Operations Teams conduct abusive operations in the province.
As the US-Aquino regime suffers from political isolation and incur the people’s wrath due to corruption, inutility and failure to solve the worsening economic crisis, the revolutionary movement continues to take the political-military initiative in advancing the revolutionary struggle to a higher stage while persevering to build and strengthen the People’s Democratic Government. ............................................................................................................................... If one looks at the logistics of pulling off a successful raid, to tactically bring forward an overwhelming force in number and surprise. To block any potential counter attack and combine that with a safe withdrawal from the field. The time of the raid too , min risk of civilian casualties. Gathering vehicles for the operation. Training perhaps disparate units of the NPA to act as one. All in total secrecy. The stark message I highlighted above is a consistent NPA message that needs constant reinforcement. Do not resist. Give up your weapons. You will be unharmed. Certainly this is the case with most arms raids. This is made even clearer when wounded or hors combat are 'patched up' and if necessary sent off to municipal hospital or clinic, with due haste. The speed of these raids for arms looked on from the outside have almost a mark of audacity. 12-15-20Mins, max.
So to conclude enough guns to furnish an undersized platoon or militia. The enemy casualties will serve as a warning to abusive police or army units they are not safe--even in their own base. Swift surrender is the best policy, all round. Reminded somewhat of London police, we used to call them "PLOD" A not unaffectionate term. NPA ransacks police station in Misamis OccidentalBY RAPPLER.COM POSTED ON 12/14/2013 8:06 PM | UPDATED 12/14/2013 8:33 PM MANILA, Philippines – The New People's Army ransacked the Don Victoriano Chiongban police station in Misamis Occidental at 5 am Saturday, December 14, sparking a 25-minute exchange of fire with the Philippine Army (PA) an hour later.
According to Lt Col Rommel Almaria, commanding officer of the 55th Infantry Battalion which has jurisdiction over the area, the incident was a revenge attack by the "communist terrorists" for the death of one of its leaders during a similar clash last September.
The September encounter, which happened in the village of Gala in Tudela town of the same province, resulted in the death of NPA leader Henry "Jongjong" H. Celajes.
Celajas, said Almaria, was "responsible for the burning of numerous road engineering equipment and chicken farms" as well as "extortion activities in Misamis Occidental and Zambaonga del Sur in the past years."
The NPA attackers were clad in military uniform on Saturday, taking with them guns and ammunition. Among those carted away were: a caliber 60 machine gun, an M203 grenade launcher, 7 armalite rifles, 9 short fire arms, and numerous ammunition of different calibers.
The Army troopers who responded ambushed the get-away car at around 6 am. They knew that the rebels withdrew in the direction of the hinterland of Josefina town in Zamboanga del Sur using a white Revo.
The ambush occurred in the village of Bag-ong Tudela in Josefina, resulting in a gunfight. NPA members dispersed after the fire exchange and detonated a prepared land mine. No casualty was reported from either side.
In Zamboanga del Norte, operating troops from the 20th Special Forces Company under the 6th Special Forces Battalion were able to recover a Garand rifle, various ammunition, and subversive documents from the NPA.
The recovery came after a similar encounter between Army troopers and the NPA, also on Saturday. – Rappler.com

NPA raid 2nd Mindanao police station in 3 days

Police foil NPA take over

THE police foiled Saturday an attempt of the New People’s Army (NPA) rebels to take over the police station in the town of Josefina, Zamboanga del Sur, the police reported Saturday.
Police earlier clashed with the lawless group in the town of Dinas, also in Zamboanga del Sur.
Zamboanga Peninsula Police information officer Ariel Huesca said the vigilance of Josefina's police team thwarted the NPA's plan.
Huesca said at least 30 NPA rebels arrived around 6:15 a.m. Saturday at the Josefina Police Station and pretended to arrest a wanted person.
Huesca, however, said the policemen were able to detect the intention of the NPA rebels as they failed to properly identify themselves that prompted the Josefina policemen to position themselves in strategic positions.
The NPA rebels fled upon sensing the arrival of reinforcement after Josefina policemen contacted the Zamboanga del Sur Police Provincial Office and “requested for back-up.”

That will change the balance of forces and create a strategic stalemate. By that time new tactics will have evolved to pass over to a strategic offensive. For the time being the well honed, tried and tested offensives within strategic defence have worked their little miracles. Somebody more clever than me, said quantity has a quality all of its own. So it has, the employment of attack helicopters against villagers shows the paucity of a coherent strategy from the US backed government. An army of 135,000 and similar number of reservists cannot be everywhere at one time. A patrol can go out return to base after several days in the field, tired low morale and is 'hit' by a superior number of guerrillas. The goons of feudal warlords can only rent loyalty by the day. The christian fanatics do not even have the promise of 76 virgins when they enter the pearly gates. The number now willing to pit themselves against the 'godless NPA has declined dramatically. They now hire themselves out to foreign mining outfits, their pastors content to recline by their infinity pools. The cast iron guarantee of decent treatment of captives, enemy wounded, by NPA leaves an indelible mark. So much so that military minders spirit them away before they can gush about what a splendid time they had. True. Watched one on 6.0 pm news, army PR in apoplexy. "They treated me like a brother!" CUT. Whoops.
